MEETING MINUTES
July 27, 2006

CORRECTED 8/15/06

The meeting was called to order at 7:55 pm.

The following clubs were absent:

Fairfield County, Nor’ East

Excused Absences (previous month); Bass Blazers, Bell City, CT Bassmen, Hartford County, Mansfield Hollow, MidConn, North Eastern, Southern CT Bass Anglers, Talcott Mountain and X-treme. Motion was made to excuse all absences from last month because of error on meeting date posted on the website. Last months absences will not be held against the clubs that where absent. Motion passed.

Approval of previous month’s minutes: Accepted.

Correspondence:

Bob has been in contact with SKEETER. We are going to receive a SKEETER SX-180 with an 115HP Yamaha. To meet the requirements of the contract with SKEETER we have to submit a full roster. This is to verify membership numbers. The contract with SKEETER states that the info contained on the roster can not be sold or otherwise distributed. This is for the sole purpose of verifying membership. Motion was made to send the roster. Seconded and Passed.

Received a letter from the New England Paralyzed Veterans of America (PVA) thanking us for our donation and support. We are now a sponsor, as listed on their website.

Bob issued thanks for those that stepped up and helped out our fellow fisherman with the BFL All American event in Hartford.

Treasurer’s Report:

As of June 30, 2006 there were the following amounts in the accounts:

CBFN General Checking - $17,250.83
CBFN Money Market Account - $11, 362.66
CBFN Scholarship Checking - $79.52
CBFN Scholarship Money Market Account - $10,418.34

Scholarship Report:

The judging is completed and the winners will be announced at the August meeting.

Conservation / Citizen Advisory / Environmental Report: Jim Cyr

Jim voiced concerns for the Tournament on the 20th on Candlewood. Due to the heat, we really need to take care of our fish. It is suggested that the anglers bring ice or freeze water in 12oz size soda or water bottles for use in the Live Wells. Also the use of Rejuvinade or some other treatment is a must. The Tournament Committee will look into obtaining Rejuvinade to prepackage and distribute before take off.
Leaving the recirculate pumps on full time with the Rejuvinade will help keep the fish alive.

Tournament Committee: Frank Dowds

1. Last tournament went very well even with the extreme heat. Want to thank everyone for getting all the paperwork and checks in on a timely manner, made my job so easy. Also would like to thank my tournament committee for all that they did to pull it off, also many people not on the committee that also chipped in.
2. Mr. BASS invites have been mailed out. Pairings meeting will be Wednesday, August 2 here at the church at 7:30pm. Since most people know that they can find out were tournaments are by going online, I will tell everyone tonight that it is at Lake Zoar and there will be no off limits because of the people that were smart enough to find out.
3. Two Day will be held on Sept 30 out of Haddam Meadows and Oct 1 our of Danbury Town Park (there will be a $10.00 launch fee). Hopefully we will have the application up soon on the home page and the pairings meeting set. Will be same as last years application and money will have to be in before the pairings meeting.
4. Getting a lot of calls when pairings are posted on the homepage as to what is the phone number of my partner. If you go to the Members Board and look under pairings, you will find the phone numbers. We don’t post the phone numbers on the Home Page because then the info would be open to everyone that accesses the Home Page. Not every one wants that information out there.
5. Will be running for the position for Tournament Director again for next year.

Fishing Advisory Report: David Santos

No report until August.

Boating Advisory Report:

There will be a Boating Advisory Meeting Wednesday, August 2, 2006 at 7:30PM at the DEP Marine Headquarters Library. The address is 333 Ferry Road Old Lyme. Your attendance is encouraged.

State Team Report: Sylvia Morris

State Team will be having a meeting on August 26 at Paul Carter’s house. This meeting is mandatory.

Raffle Report: Armand Fortier

Raffle tickets are all in except for two Clubs.

The Raffle will be held August 14 at 7:00 pm at the Bristol Polish American Club.

Candlewood Lake Authority Report:

No report. We are still looking for a volunteer to represent us at this meeting. If interested please contact Bob or Jack.

Lake Lillinonah Authority Report: Jim Ball

Shoreline Management Plan
It was reported that as a result of a phone conversation on June 25th with the CT Attorney General’s office, Assistant Attorney General Carmel Motherway has been assigned to work with the Lake Lillinonah Authority (LLA) on the Shoreline Management Plan.

The environmental impact survey by CCA Environmental Civil Engineering (CCA) was received by LLA. The purpose of the report is to demonstrate the results of raising the water level.

A public forum was held on June 27th at New Milford High School in combination with the Candlewood Lake Authority. Greg Bollard (Friends of the Lake) and Bryan Piepho (LLA) both spoke on behalf of Lake Lillinonah at the forum. A press release was published in the Danbury News-Times and the Waterbury Republican American. The press release was also sent to the Attorney General’s office. The only pro-active call was received from Senator Lieberman’s office.

Supplemental Shoreline Management Plan Information was sent to Essex Partnership regarding NGS on July 7th. Comments from Attorney General Richard Blumenthal regarding Northeast Generating Services Draft Shoreline Management Plan Housatonic River Project were also sent to The Essex Partnership.

A formal presentation of the CCA report of the ecological impacts due to NGS’s proposal to change operating levels of Lake Lillinonah was held on July 19th at Brookfield Town Hall with the LLA member town CEO’s and state officials.

It was noted that no response to the SLMP has been made by the DEP.

319 Grant
A meeting was held regarding the 319 Grant. It was determined that the level of the current work is in accordance with the specifications (QUAP) from DEP and EPA. It was noted that one year of the study for the 319 grant is completely funded by the DEP. Next year the grant is only funded if a new grant is approved. The LLA is committing to $10,000 per year in their budget.

Natural Resources Damage Fund (General Electric PCB Grant)
The projects which were presented and ranked by the Lake Lillinonah Authority in June, 2004 were reviewed. At that time the top choices for projects were #1 – Algae reduction and #2 – Removal of the Bleachery Dam.
A motion was made and seconded that the items below with Scope of work, Environmental Impacts and Cost Estimates are to be evaluated at the next meeting.
 Algae reduction.
 Removal of the Bleachery Dam
 Sediment removal (Removal of the sand bar south of Lovers Leap)
Sediment removal could be included in the removal of the Bleachery Dam if found to be practical.
The above motion will be voted on at the next meeting.

Copper Sulfate is in progress. Last treatment of the lake was on 7/24/06, with future tentative dates of 8/14/06 and 8/31/06.

Financial Committee:

No report

Banquet Committee: Sylvia Morris

The banquet will be held at the Whiting House on November 4th. Will be meeting with them in the next week to set up the menu and final plans.

A motion was made and 2nd to accept all reports as given. Approved

Old Business:

CLUB BIOS – Each Rep was handed a sheet requesting information on his/her club at the April meeting. This info will be added to the website. It will also provide the Executive Board a point of contact and email address for each club. This will enable us to get important, time sensitive notifications / news to each club faster. Missing – Bass Attack, Bass Blazers, Bell City, CT Bassmen, CT Valley, Hartford County, Heart of CT, Mansfield Hollow, Midconn, Milford Black Bass, Nor’East, North Eastern, and X-Treme.

Fishing Derby Reports – The following clubs owe reports on their Fishing Derbies: Talcott Mountain Bassmasters and Pauchaug Area Bassmasters.

By Laws – By Laws Committee has started review and is looking for help. Anyone interested please contact Ken or Cally 860-749-2044.

Lake and Launch access issues. The Executive Board as a meeting set up with Bob Crook next week to discuss our concerns.

Nominations for Tournament Director - Frank Dowds

New Business

Heart of Connecticut Bassmasters presented Chris Baksay a check for the Connecticut Junior Bassmasters for $585.00.

Connecticut BASS Federation Nation Patches - are in. We had voted to sell the patches for $3.00 a piece at an earlier meeting. It was proposed that the proceeds from the sell of patches go towards the Banquet. Motion seconded, Passed.

Meeting Place – The subject was brought up about the $1800.00 a year we currently pay for our meeting hall (which is cold in the winter and HOT in the summer). We would like the membership to suggest ideas and information on the possibility of a new location. One suggested place would be the British American Club in Manchester. Frank is a member and the cost would be nothing. It is a longer drive for many. Ideas and suggestions are welcome. To be continued.
