CT BASS FEDERATION NATION MEETING MINUTES
September 28, 2006
The meeting was called to order at 7:35 pm.
The following clubs were absent:
Bell City B/M, Borderline B/M, CT Yankee B/M, Greater Hartford B/M,
Hartford County B/M, Housatonic Valley B/M, Mansfield Hollow B/M,
Nor’ East B/M .
Excused Absences (previous month); Fairfield County Bassmasters,
Pachaug Area Bassmasters, Southern CT Bass Anglers
Approval of previous month’s minutes: Accepted.
Correspondence:
Received the Skeeter contract. Contract runs from April to April.
Will get the boat on order.
Received new title for the trailer.
Treasurer’s Report:
As of August 31, 2006 there were the following amounts in the
accounts:
CBFN General Checking - $26,585.06
CBFN Money Market Account - $11,389.76
CBFN Scholarship Checking - $2,029.52
CBFN Scholarship Money Market Account - $10,151.66
Scholarship Report:
All awards have been sent out.
Conservation / Citizen Advisory / Environmental Report:
David Santos has volunteered to be the Conservation / Environmental
Director.
David is setting up meetings with River Front Recapture in Hartford
to see if we can get some ideas and support for Conservation
Projects.
Youth Committee:
Terry is out of town, no report.
Casting Kids – Bassmaster Casting Kids National Semifinals
Completion will be held on January 18 – 19, 2007 in Gadsden,
Alabama.
Tournament Committee: Frank Dowds
Permits have been sent in for next years trail;

Sept 29 &30 State Championship Two Day
Oct 13th Classic
Pairings for the Two-Day were held Tuesday night, went well.
- This year we stayed in state and we have 36 boats.
- Last year we went out of state and had 48 boats, why stay in
state????
Classic – Sent out the invitations to the top thirty in each
division stating that “The Classic” would be held on Candlewood.
After they where mailed we received the permit back from DEP and it
was for the CT River. Frank is calling everyone to let them know of
the change as he receives their applications.
Fishing Advisory Report: David Santos
Meeting was on September 14th.
Trout Regulations – at the same time the FAC meeting was going on,
there was also a public meeting on the proposed summer lake trout
regulations changes. Still have time to comment on the changes. The
DEP is still accepting public comment on the proposed trout
regulation changes. Send your comments in writing to DEP.
On line licensing program has been narrowed down to one vendor. They
hope to sign the contract mid fall. At first only fishing licenses
will be available on line. No combo licenses. They will eventually
have the combo license online. (http://www.greatlodge.com)
DEP is investigating the finding of a dead 18” Snake Head found
along the shore of Long Meadow Pond in Bethany. They will be doing
some electro shocking to see if there are other fish.
The CBFN has submitted a letter to the DEP Commissioner stating our
concerns over access. There will be future updates on this topic.
Boat Ramps – ramp projects are being delayed due to the lack of
engineers to oversee the projects.
State Team Report: Paul Carter
Connecticut took 3rd place at the Regionals, taking a check for
$4,500.00. Chris Novack took first place and will be representing us
at the Nationals in Alabama.

None
Candlewood Lake Authority Report:
No report. We are still looking for a volunteer to represent us at
this meeting. If interested please contact Bob or Jack.
Lake Lillinonah Authority Report: Jim Ball
Shoreline Management Plan
There was a meeting in Rocky Hill on August 24th that Bryan Piepho –
Lake Lillinonah Authority (LLA) attended with Bob Gates – Northeast
Generating (NEG) and Mr. Brown. Brian Emeric, DEP, was present at
that meeting to discuss water level in Lake Lillinonah. LLA
understood NEG would agree to hold the water level to 196.8 most of
the time. The water level would exceed that level no more than
twenty (20) days a year and no more than three (3) days a month. The
utility is trying to fine tune the water levels to stay below the
196.8 mark. NEG is willing to sign off on the 196.8 level for forty
(40) years.
The members agreed that the major concern remains the damage to the
shoreline trees and erosion.
Comments on the Shoreline Management Plan (SLMP) were filed with
FERC on August 31st by NEG and LLA filed as an intervener. NEG
stated that the SLMP has been discussed with the new buyers of the
Lake.
It was suggested that there is a tool available to accurately
measure the water level. The cost is estimated at $1200. It will be
added to the next year’s budget request.
319 Grant
LLA was receiving fax copies of the 319 Grant water testing results
by George Knoecklein. However, no monthly reports as specified in
the 319 Grant are being received.
The contractor for the Danbury Treatment Plant submits monthly
reports which show a 4 mg. per liter phosphorus release. Information
on the limits for phosphorus release was not readily available. The
phosphorus removal is only mandated from May – September. LLA will
follow up on the discrepancy.
An LLA representative had concerns with the output from Kimberly
Clark and in particular a recent sulfur odor. The New Milford
representatives said they would research discharge information in
connection with Kimberly Clark.
Natural Resources Damage Fund (General Electric PCB Grant)
LLA attended a meeting with the Mayor of New Milford on the removal
of the Bleachery Dam. The project has been previously reviewed by
the Army Corps of Engineers. The Mayor has stated that she is not in
favor of the proposal to remove the Bleachery Dam due to lower water
levels. LLA have investigated an inflatable dam which could be
removed and replaced. An inflatable dam would allow more control of
the water levels. There is also work to restore the river banks that
could be financed by the fund.
Concern that the removal of the dam could create difficulties if the
water dropped below the intakes needed to pump water up to
Candlewood Lake.
It was also discussed that NGS doesn’t need the dam to control water
levels.
Motion was made, discussed, voted on, and carried to hire a
consultant for up to $1950 to prepare a cost estimate for the
removal of the Bleachery Dam and provide estimates of the impact on
water level fluctuations.
The need for a sediment removal project was reviewed.
A Motion to hire and engineering firm to study the possibility of
sediment removal from Lovers Leap downstream at a cost not to exceed
$1950 was made, seconded and carried.
Copper Sulfate
Last treatment of the lake for this year was on 8/31/06.
Monica Bollesta discussed the impact and dangers of the Copper
Sulfate treatments and possible alternatives. As a result of
considerable research on her part, she discovered a product called
Green Clean Pro which could be considered in the future.

Guest Speaker will be Mr. Bob Crook
There will be Annual Awards, Raffles, Women’s Prizes and new this
year, “The Spirit Award”. This will be given to the club with the
most “people” in attendance and will be passed on year to year.

A motion was made and 2nd to accept all reports as given. Approved
Old Business:
CLUB BIOS – Each Rep was handed a sheet requesting information on
his/her club at the April meeting. This info will be added to the
website. It will also provide the Executive Board a point of contact
and email address for each club. This will enable us to get
important, time sensitive notifications / news to each club faster.
Missing – Bass Attack, Bell City, CT Bassmen, CT Valley, Hartford
County, Heart of CT, Mansfield Hollow, Nor’East, North Eastern, and
X-Treme.
T-shirts Last month we voted to purchase T-shirts with the
Connecticut BASS Federation logo. Each Club Rep was to take orders
from their clubs so we can order the correct sizes. A couple of
clubs did this. It was discussed that we should purchase 100 shirts
in different sizes and colors (Red, White, Blue and Gray) to have
something to show the members. Motion was made, seconded and
approved.
New Business
Conservation - David Santos has volunteered to take over as
Conservation / Environmental Director. Motion was made to let David
take over the position, seconded and passed.
Looking for ideas for conservation projects. These could be club
level projects or state level. Bob and Paul are trying to set up a
trip to UCONN to visit with some graduate students that might have
an interest in conservation.
BASS Club World Championship – Team Events - The six, six man team
trail deadline is 1 April. Those clubs interested should contact

LOWRANCE – Member Discounts – some items are no longer available in
the 2006 models, but will offer the 2007 model at a slightly higher
price.
Chapter Awards – due to Bob by October 20th. Form is available on
the website under “Special Notes”
By-Law Proposals – are due tonight.
Nominating Committee – Looking for interested individuals to make up
the Nominating Committee. Elections are coming up in a few months.
Membership Committee – Looking for interested individuals to make up
a committee to come up with ideas and ways to increase and maintain
our membership.
Tournament Shirt – motion was made to purchase a tournament shirt
for David Santos to wear while representing us at various meetings.
Seconded and approved.
A motion was made and second to adjourn the meeting at 9:35 pm
